The Sentencing Guidelines Commission embodies the goals of the criminal justice system as determined by the citizens of our state through their elected representatives. This system promotes uniform and proportional sentences for convicted felons and helps to ensure that sentencing decisions are not influenced by factors such as race, gender, or the exercise of constitutional rights by the defendant. The guidelines serve as a model for the criminal justice system as a whole to aspire to, as well as provide a standard to measure how well the system is working.

2013 Report to the Legislature

The 2013 Report to the Legislature contains information for which the Commission is required to report:  modifications to the Guidelines and use of firearms in crimes as reported by Minnesota’s County Attorneys.  As in past years, the Commission also took this opportunity to highlight topics that may be of interest to the legislature: sentencing and departure trends; information on felony driving while impaired (DWI) ten years following the enactment of the law; and updates on Commission and staff activities.

Sentencing Practices Reports

The 2011 Sentencing Practices: Annual Summary Statistics for Felony Offenders, contains information on all felony offenders sentenced in Minnesota. Other reports focus on select felony crimes of interest.  Much of the information found in these reports is year-specific, based on the most recent years' sentencing data.  The reports also contain some trend information on sentencing practices over time.

2011 Sentencing Practices Data Reports:

August 1, 2012 - Get the 2012 Sentencing Guidelines

The Sentencing Guidelines are effective August 1, 2012, and determine the presumptive sentence for felony offenses committed on or after the effective date.  The Adopted Modifications detail the approved modifications to the Sentencing Guidelines, including the rankings for the new and amended felony offenses passed by the 2012 Legislature, and changes to policies governing issues such as permissive consecutive sentencing and aggregated offenses.

Below are the 2012 Sentencing Guidelines, 2012 Sentencing Grids, and 2012 Adopted Modifications:

May 4, 2012 - Reissuance of Sex Offender Grid

The Commission has been given legislative authority pursuant to 2012 Minn. Laws Ch. 229 to reissue the Sex Offender Grid to correct errors in the calculation of the ranges displayed in each cell. The modified Grid is effective May 1, 2012. A full explanation of the rounding error is contained within the memo below.
